This seems to be Costello's masterstroke. Take Labor's so called "education revolution" and blow them out of the water with a $5 billion education endowment fund. The endowment is set up with untouchable capital and only the interest drawn from - very much like the future fund, which Labor has said it will draw from to set up a National Broadband service.
The only future risk of this cashflow for Australian Universities is if some future government came along and ransacked the funds for short term opportunity. A stark similarity is drawn at Labor's plans to draw from Australia's future fund
